How About the Fact that Navy Ran Counter Option 1% of the Time in 2015?

In this podcast episode, Dr. Cella discusses the significant reduction on Counter Option by Navy.  In 2015, Navy ran Counter Option 1% of the time.  This is a difference as in 2007, Navy was running Counter Option 7% of the time.  Also, in 2015, Navy only ran a misdirection-based concept 10% of the time. Dr. Cella states the reasons why and why Counter Option is a concept that is not necessary for installation.
